Control of Entry
Community Pharmacies cannot simply open wherever they choose. There are a number of regulations which control the establishment of pharmacies that provide NHS pharmaceutical services and a series of professional regulations which determine who may conduct a retail pharmacy business and the standards of premises and performance therein that must be met.
For a pharmacy to provide NHS services, its name must appear on the list of pharmacies maintained by NHS England South East on behalf of the Health and Wellbeing Boards (HWB) across Hampshire and the Isle of Wight.
It is not within the scope of this web site to provide detailed guidance on the applicable Regulations.
While CPSC is able to provide support on the Regulations and Control of Entry matters to those whose name already appear on such a list, it is not able to provide support to anyone who is seeking to join the list. Such persons should seek their own independent advice.

The procedures concerning Control of Entry (Market Entry) are clearly laid down in Regulations, including the necessary forms to be completed, fees to be paid and timelines to observe. Details are available via the following link to the Pharmaceutical Services Negotiating Committee website.
CPSC is invited to comment upon applications to join the list and will make representations to NHS England on such applications as it sees fit.
Each of the Health and Wellbeing Boards has a statutory duty to publish a Pharmaceutical Needs Assessment (PNA) and to keep it up to date.
The PNA provides an analysis on the availability of NHS Pharmaceutical Services across the geography of the HWB and will state whether, in the opinion of the HWB, it believes services to be adequate or where there is absence of NHS pharmaceutical services and a need has been identified.
